Mtwara Urban Water Supply and Sanitation Authority (MTUWASA) was declared a fully autonomous entity by order of Minister responsible for water affairs on 1st January 1998 under Water Works Ordinance Cap 272 Amendment (Act No.8 of 1997) now repealed by Water Supply and Sanitation Act No. 12 of 2009. Mtwara Urban Water Supply and Sanitation Authority is responsible for the overall operation and management of water supply and sanitation services for Mtwara‐Mikindani municipal which is the headquarters of Mtwara region. Current all sanitation services are managed by the Municipal while Mtwara Urban Water Supply and Sanitation Authority in Collaboration with the central government (Ministry of Water) is on process of construction of the sewerage system within the municipal.

Mtwara Urban Water Supply and Sanitation Authority (MTUWASA) is classified as Category A water supply and sanitation authority. By definition category A water supply and sanitation authority; are all UWAs which cover all costs for operation and maintenance of water supply and sewerage systems, including staff wages, cost of power supply and some contribution to investments.
